Does Medicare Cover Mobility Scooters?
A mobility scooter can provide greater independence for people who have difficulty safely moving around their home. One of the first questions we hear at Vital Doctors Medical Equipment is: Will Medicare pay for my mobility scooter?
The answer is that Medicare Part B may cover a mobility scooter, also called a power-operated vehicle (POV), when Medicare’s medical-necessity and coverage requirements are met.
When May Medicare Cover a Mobility Scooter?
Medicare coverage is based primarily on a patient’s medical need for mobility inside the home. Simply wanting a scooter for shopping, travel, recreation or getting around outside the home generally does not establish Medicare medical necessity.
For a power mobility device, Medicare evaluates whether a mobility limitation significantly affects the patient’s ability to perform mobility-related activities of daily living in the home.
The evaluation also considers whether the patient’s mobility needs can be adequately and safely addressed with less complex equipment, such as a properly fitted cane, walker or manual wheelchair.
For a mobility scooter specifically, additional criteria apply, including whether the patient can safely transfer to and from the scooter, operate its controls and maintain adequate postural stability while using it.
A Face-to-Face Evaluation Is Important
The process normally begins with your treating practitioner.
Your medical record needs to support why the mobility device is medically necessary. The evaluation should describe your mobility limitations and how those limitations affect activities inside your home.
A prescription by itself does not necessarily establish Medicare coverage. The supporting medical record is an important part of determining medical necessity.
Medicare Documentation Requirements
Power mobility devices have specific Medicare documentation requirements.
Depending on the equipment, this may include:
- A qualifying face-to-face encounter
- A Standard Written Order
- Medical records supporting medical necessity
- Prior authorization
- A home assessment
- Proof of delivery
Your DME supplier and healthcare provider may need to work together to obtain the required documentation.
Does Medicare Cover a Scooter Just for Outdoor Use?
Generally, Medicare’s DME benefit focuses on equipment needed for use in the home.
If a patient can adequately perform mobility-related activities inside the home without a power mobility device but wants a scooter primarily for shopping, vacations or community activities, that alone generally would not satisfy Medicare’s medical-necessity requirements.
Patients can still purchase mobility scooters privately when Medicare coverage criteria are not met.
